The proposed widening of Kollam and Alappuzha NH bypasses was a major poll issue in the respective constituencies in the Lok Sabha election. While the ruling front projected it as a major highlight, the opposition termed it as a poll gimmick. However, the tender process of the projects had hit a roadblock with the Centre objecting to the state government decision to award contract to companies that quoted excess tender. The NH wing of the public works department has decided to re-tender the project and a proposal in this regard has been submitted to ministry of road transport and highways (MoRTH) for vetting. MoRTH had objected to award tender as only two companies participated in the tender and they quoted excess tender. Initially, the national highway authority of India (NHAI) has qualified 17 bidders for the Alappuzha bypass and 18 bidders for the Kollam bypass. However, only two participated in the tender. Of these, the lowest bidder for Alappuzha bypass quoted 40% in excess while the bidder for Kollam quoted 27% more than the approved rate. The Rs. 267.16-crore Kollam bypass and Rs. 255.75-crore Alappuzha bypass projects are the first ones in which the roads will be developed using 50:50 sharing by the central and the state governments. The project has been stuck for more than three decades following land acquisition issues. The state had expressed interest in sharing 50% funding for their two-laning, following which the Centre and state signed an MoU in January this year. The 6.80-km Alappuzha bypass starts at Kommady and ends at Kalarkode, and it will include two rail overbridges and an elevated stretch on the beach portion. The 13-km Kollam bypass starts at Kavanad and ends at Mevaram, and it will include three bridges and one underpass. Though the widening of both bypasses came as good news, the Union government's decision to impose toll on them to recover its share of fund had invited public ire.
